ATC not directing me correctly (KSFO)

The ATC directs me to the 28R runway in KSFO. It directs me to 28R LDA-GS-ILS-cat I (IFNP) not to 28R ILS-cat-III (IGWQ).

I flew from KOAK to KSFO and I was correctly directed to 28R ILS-cat-III (IGWQ). When I flew two times from KLAX, the ATC directed me to 28R LDA-GS-ILS-cat.
