the plugin looks for navdata in its own directory. Did you install navdata there?

"Holding point radius" is the last setting in the "General" section on the left upper side.

I also had this problem, but with a fresh X-Plane 11 installation without any plugins (except for 124thATC) and costum sceneries I can't reproduce it any longer (even with 11.50 navdata).
